An Open Letter to The Prime Minister of Canada

 Concerning the Extraterrestrial Presence August 26, 2007 To:The Right Honourable Stephen Harper Prime Minister of Canada Dear Prime Minister Harper Based upon an analysis of a multiple set of circumstances within and outside of Canada, we as a nation are faced with an unprecedented moral crisis and a decision involving the public examination and disclosure of information of the most extraordinary kind. We present our concerns to you the Prime Minister of Canada, as an elected official and, with the greatest humility and non-partisan urgency, draw your attention to a matter that Canadians and the rest of humanity can no longer ignore. Four remarkable international and Canadian events have prompted Exopolitics Toronto and the associated members of the Canadian Exopolitics Initiative to bring this matter to your attention:

 1. The Governments of France (March 2007) and the United Kingdom (May 2007) have decided to release to the international scientific community previously classified documentation on Extraterrestrial craft now visiting Earth.

2. Her Excellency Governor General of Canada Michaëlle Jean in her May 30, 2007 response to a May 17, 2007 correspondence from Exopolitics Toronto has suggested a specified course of action be taken by us to communicate with the Canadian Security and Intelligence Service to ascertain the state of concern in Ottawa regarding the UFO/ET phenomenon in Canada.

3. Admiral Roscoe Hillenkoetter the first Director of the CIA from 1947 to 1950, stated, "It is time for the truth to be brought out. Behind the scenes, high-ranking Air Force officers are soberly concerned about UFOs. I urge immediate Congressional action to reduce the dangers from secrecy about Unidentified Flying Objects."

4. The United Nations General Assembly voted to approve decision 33/426, inviting U.N. Member States "to take appropriate steps to coordinate on a national level scientific research and investigation into extraterrestrial life, including unidentified flying objects, and to inform the Secretary-General of the observations, research and evaluation of such activities." As a result of these four significant occurrences it is vital that you, our Prime Minister and the Government of Canada, rise above the blatantly flawed notion that UFOs are unreal, illusory or vexatious natural phenomenon, and by following the lead of the Governor General, the UN, France and Britain, and a former CIA Director, announce open Parliamentary Hearings into this highly complex issue. A New Era for Canada Monday September 17, 2007 will be an important day for Canada. Aside from being the first day of Parliament's 40th Session, it could well be the day when you stand before the people of Canada and its elected representatives in the House of Commons to begin a new era of openness, truth and inquiry. It could be the day that you, as Prime Minister of Canada, one of the most well respected nations on the planet for its commitment to social justice and the truth, announce to Parliament, to the people of Canada and the world of the existence of radically new energy sources that will eliminate the need for fossil fuels, and of the existence of technologies capable of transforming the planet's environmental chaos into an era of new solutions and environmental sustainability.

You will also be able to announce that not only do these technologies exist but they have been derived from energy and propulsion systems of vehicles of extraterrestrial origin. Furthermore your message to Parliament will state: -The U.S. government - as the major player among many - has sequestered these technologies behind a wall of deep secrecy for over six decades. -These technologies have been used for weaponry and other military and national security purposes by the American military establishment and not for a genuine response to the planet's spiraling environmental degradation. You may even have to announce that Canada has been unwittingly complicit in this secrecy. However, Canadians are now prepared to confront and investigate the overwhelming evidence that has been concealed by a strict code of secrecy among many G7 countries - a secrecy code predominantly dictated by the United States of America. Admittedly these are frightening announcements for any leader to make to his or her country and to the world but fortunately - you will be speaking - the truth. You, Prime Minister will be the first leader of a democratic nation to come forward to conclusively declare an end to the embargo of the truth surrounding the presence of advanced and ethical off-world civilizations.

You will no doubt wish to conduct your own investigation among Canadian agencies within the national security establishment, the military, NORAD, the RCMP and CSIS during the remaining weeks of the summer. However, before you do, please consider the following evidence. The Evidence Your statements to Parliament will be based on the corroborative testimony of expert scientific, military and corporate witnesses, political figures and diplomats that would be accepted as evidence in any court of law. Your information to Parliament will also be based on documents, letters and memoranda in the possession of the Canadian Defense Department, NORAD and declassified American documents as well as other international documentation. Exopolitics Toronto and the associated members of the Canadian Exopolitics Initiative are more than willing to share with you and provide open access to these documents and others obtained under the Access to Information Act from the Canadian Defense Department. As an example, this AIA documentation clearly indicates Canadian NORAD jets have been frequently scrambled to chase and be easily eluded by craft of unknown origin, under intelligent control and tracked by our own radar. The preliminary evidential material upon which you will base your announcement is summarized here for you and the entire country to explore. -You will be able to unequivocally state that during April and May of 2007, Great Britain's Ministry of Defense indicated that it will be releasing its UFO sighting reports to the public for examination. -You can unequivocally state that in March 2007 -

 The French National Space Agency, (CNES), placed 1600 previously classified UFO sighting reports into the public domain for the examination of the international scientific community; beginning the process of full disclosure of craft of non-Earth origin. -You will remind Canadians that the Honourable Paul Hellyer, Canada's Defense Minister from 1963 to 1967 under Prime Minister Lester B. Pearson and Deputy Prime Minister under Pierre Trudeau, stated publicly in September 2005 at the University of Toronto's Convocation Hall before the press and over 500 people, "UFOs, are as real as the airplanes that fly over your head." Mr. Hellyer then called for a full government investigation into this matter. -Mr. Hellyer's statements are based on documentation provided by Phillip J. Corso, a former Colonel in the US Air Force Intelligence, who had direct contact with, and was in charge of material from crashed extraterrestrial vehicles. -Mr. Hellyer's statements and Colonel Corso's documentation are supported by a retired American four star General as being, "true and even more." -The first Director of the CIA from 1947 to 1950, Admiral Roscoe Hillenkoetter stated, "It is time for the truth to be brought out. Behind the scenes, high-ranking Air Force officers are soberly concerned about UFOs. But through official secrecy and ridicule, many citizens are led to believe the unknown flying objects are nonsense... I urge immediate Congressional action to reduce the dangers from secrecy about Unidentified Flying Objects..." Hillenkoetter, Roscoe; Aliens from Space, Major Donald E. Keyhoe, 1975. -You can inform Canadians that in September 2005 - Former Apollo astronaut, Dr. Brian O'Leary, wrote in a foreword to Hidden Truth, Forbidden Knowledge, by Dr. Steven Greer, "These revelations underscore a long, sordid history of governmental and media secrecy and the acquisition of technologies such as microelectronics, anti-gravity propulsion and zero-point, or "free" energy, from our visitors. This massive cover-up has been going on for almost six decades since the UFO crash near Roswell, New Mexico in July 1947, an event which was certainly not caused by balloons, as alleged by the U.S. Air force. Such myths are only accepted by the ignorant or the powerful and their subjects." -

You can also state that in May 2005 the Brazilian Air Force (FAB), entered into an agreement with civilian researchers to release information and jointly investigate UFO incidents. -You can share with Parliament that in October 1998, Apollo Astronaut Edgar Mitchell stated, "I am an American astronaut and a trained scientist. Because of my position people in high places confide in me. And, as a result, I have no doubt that aliens HAVE visited this planet. The American government and governments throughout the world have thousands of files of UFO sightings which cannot be explained." -

You can affirm that in November 1950, Wilbert B. Smith, a Senior Radio Engineer with the Canadian Department of Transportation wrote the now famous 3 page memoranda to his superiors after his historic trip to Washington DC that states: "The matter is the most highly classified subject in the United States Government, rating higher even than the H-bomb. Flying saucers exist. Their modus operandi is unknown but

(a) concentrated effort is being made by a small group headed by Doctor Vannevar Bush. The entire matter is considered by the United States authorities to be of tremendous significance." Furthermore you will be able to show MPs and journalists an actual signed copy of the Smith memoranda that Exopolitics Toronto can provide for you. -You will be able to confirm that at two separate Press Conferences in October 2002 and 2003 one time Chief of Staff in the White House under President Clinton, John Podesta, called for the release of all government documents relevant to the extraterrestrial issue. He did so following his tenure in the Clinton White House after watching billionaire Laurance Rockefeller work through the Office of Science and Technology Policy for three years to persuade the Clinton Administration to end the secrecy surrounding the ET issue. "Now a former White House chief of staff. want(s) to know what the Pentagon knows, calling on it to release classified files about. incidents involving unidentified flying objects, or UFOs." Podesta stated: "It is time for the government to declassify records that are more than 25 years old and to provide scientists with data that will assist in determining the real nature of this phenomenon." CNN October 22, 2002. -You can, without reservation, state that a Canadian, Alfred Lambremont-Webre, while at the Stanford Research Institute, directed a proposed Extraterrestrial Communication Study Project for the Carter White House administration. This project was initiated because President Carter while with 10 friends had seen a UFO in 1969. -

You will be able to show Members of Parliament a 1947 handwritten letter by former FBI Director J. Edgar Hoover concerning his request for ".full access to discs recovered." by the U.S. Army. This dated and handwritten memo is available to you. -You will be able to quote chapter and verse from a 90 page report, AVIATION SAFETY IN AMERICA - A PREVIOUSLY NEGLECTED FACTOR by a former NASA scientist that hundreds of pilot sightings each year dominate the issue of airline passenger safety and scientifically explains the impact of electromagnetic effects of unidentified aerial phenomenon on electronics and other avionics aboard passenger jets. -If you wish to do so you can even allow MPs to listen to real-time and authentic audio transmissions between pilots and air traffic controllers describing, with intimate and precise detail, encounters with intelligently controlled aerial phenomenon. Exopolitics Toronto will freely share these audio transmissions with your office. -Finally, you will be able to reinforce your argument to establish public Parliamentary Hearings on this vital matter by maintaining that if a similarly large body of evidential and witness material existed concerning an alleged corporate bank fraud or irregularities in the RCMP or CSIS, Parliamentary Hearings would be launched immediately and without hesitation to ascertain the truth. Your announcement will have an even more expansive impact because the above evidential material does not include the Disclosure Project testimony of over 420 corporate and military witnesses accumulated by a leading disclosure based project in Washington D.C. under the direction of Dr. Steven M. Greer.

 Nor does it include the many thousands of pages of civilian-scientist research on this issue over the last 40 years. Access to this documentation and witness testimony can be made available to your office. To make the above assertion even more air-tight, these 420 Disclosure witnesses have openly stated they are willing to testify, under oath, before the U.S. Congress about their direct encounters with crash site investigations, secret documents, cumulative photographic evidence, radar reports and the handling and storage of debris and bodies from crashed ET vehicles. Jurisprudential evidence of this quality does not get any better, especially when witnesses possess the ranks of Brigadier Generals, Captains of ICBM Launch facilities, Senior FAA Crash Site Investigators, astronauts, pilots and officers with above top secret clearance. Beyond All Oversight One of the most distressing aspects of the secrecy surrounding this issue is the abject absence of oversight by our elected officials. Canadian elected officials are completely unaware of the data, yet national security agencies and the military closely guard it from any unwanted scrutiny. Consider this: Fastwalker is a code word created by NORAD to classify unidentified flying objects which approach our Earth from space and enter our atmosphere. From a military facility deep inside Cheyenne Mountain, Colorado, USA, the US Air Force NORAD facility tracks an average of 500 of these Fastwalkers each year. As you know, NORAD is a joint American-Canadian operation theoretically subject to the oversight of the American and Canadian governments. Prime Minister - how often is Fastwalker information discussed in Cabinet? While most ordinary Canadians are familiar with the acronym UFO, they are totally unaware of the immense documentation, the research and deep furtive interest in and the examination of this matter by international military and national security agencies such as the CIA, NSA, NRO, NASA, RCMP and CSIS. In fact the NSA has 40 documents attesting to their interest in this issue on its web site.

The informational sequestration and the classified activities of agencies like NORAD take place beyond any civilian or political oversight. In other words Mr. Prime Minister - neither you nor any of your senior Cabinet Ministers have access to this data. This secrecy is six decades old. This awkward reality will cause Parliament great concern. Not only will MPs be taken aback by your message but it will motivate them to coalesce into a non-partisan movement to get to the root of this matter of governance usurped and democracy denied. Canada will have created the ideal opportunity to be the next G7 nation to come forward internationally to support the disclosure decisions by France and Britain. A Moral Issue The question remains: How much longer will the Canadian citizenry and their elected representatives continue to be deprived of rightful oversight and remain totally uninformed of and oblivious to the disclosure of this provocative evidential information? You must now recognize that ultimately this is not a political issue but a moral one. The environment and the truth have endured an endless assault. The Canadian people have been kept in the dark long enough and have been powerlessly paying inordinately high prices for fossil fuels that are proven carcinogens. This has resulted in an odd conundrum. While helpless, unwitting Canadians subsidize the depletion of their own ozone layer, virtually constant smog layers in their urban centres, endure spiraling respiratory problems, they are lead to believe the absurd notion that growing corn to feed our cars with ethanol is morally acceptable while our poor lack suitable grains and protein to eat. This conundrum exists in the clear light of unambiguous evidence indicating that radically new technologies and virtually free energy sources can be revealed by a full examination of the UFO/ET phenomenon, a sequestered reality for 60 years.

 Canada must extricate itself from this succession of secrecy and complicity to empower its strong global leadership to fully engage the truth with the French and British. For these reasons alone, the Conservative government has a patently moral responsibility to probe into these issues, publicly. Not necessarily because this issue relates to national security, energy depletion, environmental degradation or lack of legislative oversight but because people of integrity and of international prominence, know and speak the truth. These individuals of prominence possess a deep inside knowledge of how governments and military have surgically managed the UFO/ET issue. Prime Minister you must concede that, for any democratic government to be unable or unwilling to discern these obvious distinctions, is indefensible. Canada must act now. Critical Questions Remain It is no longer reasonable to ignore, nor is it a coincidence, that there is a growing international acknowledgment and agreement to release UFO/ET information as ascended to by the United Nations and two of the world's foremost G7 democracies, France and Britain.

 Given these indisputable facts, these questions must be attended to by the Conservative government and responses provided to the Canadian electorate: -Will Canada, as an esteemed member of the United Nations, act upon UN decision 33/426 to initiate an investigation of the UFO/ET phenomenon and Extraterrestrial life to unveil the scientific, technological, medical, educational, social, economic and environmental implications the Extraterrestrial matter holds for all citizens of the planet? -What is the response of the Canadian government to the recent French and British disclosure events? -Will Canada join the initiatives of France and Britain to engage and support a widespread global dialogue and a process of international education concerning diplomatic matters relating to advance and ethical off-world civilizations? -Given that these off-world civilizations possess technologies and energy sources that allow them to engage in interstellar travel, will Canada become a leading proponent of and advocate for a promise of a new level of civilization with New Energy sources and radically new industrial, medical and environmental technologies? -Will Canadian MPs actively promote a form of international amnesty or restorative justice to enable the hundreds of corporate, military and national security insiders to come forward without reprisal to divulge the truth? -How will Parliament react given that Canadian statistics show nearly 3 million Canadians have seen a UFO?

 Other survey results show that 78% of Canadians believe we are not alone in the universe. Fifty two percent of those surveyed believe that some of the craft sighted are of non-Earth origin. Almost 60% of Canadians surveyed believe that governmental/military secrecy exists concerning the reality of unidentified aerial phenomenon. (Ufology Research of Manitoba 1997). -Will the government under your leadership hold open Parliamentary Hearings during the coming session of Parliament to examine the massive evidential material and witness testimony regarding an ET presence? These hearings will engage full Disclosure of the ET issue over the sequestration of information in favour of Canadian sovereignty and independence from the USA, which has not chosen Disclosure to date? The members of the Canadian Exopolitics Initiative are willing to provide broad-based national support and international communication with witnesses and evidential material to facilitate appropriately scheduled hearings. -Following Parliamentary Hearings and subsequent findings and reports to the Canadian people, will the government establish and fund for ten years, a Canadian Institute for Exopolitical Education to provide appropriate cultural, academic, institutional, scientific, environmental, technological and economic transitions and on-going analysis of the evidential material concerning the ET matter for Canada and its international partners? We know you recognize that continued silence and inaction on this matter of acute consequence are no longer options. These fundamental questions must be addressed by the peoples' representatives lest Canada too becomes isolated by elements of secrecy that seek to conceal the authentic and legitimate reality of what other nations now acknowledge as the truth.

 This self-evident right of entry into legitimacy will signal the beginning of a terrestrial rebirth that avoids the almost certain destiny that the current environmental, militaristic and social chaos bodes for each of us and our children. You Stephen Harper, who finds himself the leader of one of the most respected countries on the planet, are in a unique position to make history as no other leader ever has. We fully embrace your devotion to Canada, its values and its prominence as an international leader. You are not alone as you and our elected representatives fulfill the fiduciary responsibilities entrusted to you by the Canadian people. To support you in this endeavour, representatives from Exopolitics Toronto and the Canadian Exopolitics Initiative are willing to discuss and confidentially brief you, members of Cabinet and your staff on these preliminary matters and the many other related issues of extraordinary proportions. If, on September 17, 2007 Canadians hear you begin your address to Parliament with the words of a former Cabinet Minister the Honourable Paul Hellyer, who sat in the chair next to you as Deputy Prime Minister under Pierre Elliot Trudeau. and who proclaimed at the University of Toronto: "UFOs are as real as the airplanes that fly over your head.", then Canadians will know a new era for Canada has begun.  30 July 1999 FACTS CONCERNING EXOBIOLOGICAL LIFE TO BE CONVEYED THROUGH "THE PUBLIC ACCLIMATION PROGRAM".

 1) Intelligent life does exist on other planets and throughout the Universe.

 2) Craft not of human design or manufacture are operating in and around the land, sea and air of Earth.

 3) Intelligent beings other than Homo Sapiens are conducting various missions on this planet. These beings have been coming here for tens of thousands of years.

4) Alien beings may have human-like bodies or non-human bodies (such as hybrid, insectoid, or reptilian). Intelligent beings can be physical, non-physical or inter-dimensional in nature.

 5) The variety of life in the universe is diverse, like the life on our own planet is diverse.

 6) Some alien beings have the ability through advanced technology or other means to move forward and backward at will through time and space.

7) The spiritual evolution of an alien life form may be ahead of, equal to or behind its level of technological development.

 8) The social orientation, motives and agendas of these beings is very diverse. Some alien intelligences are more friendly to human beings than others.

 9) In many cases, the "abduction phenomenon" is a real event. This activity is complex, coordinated and purposeful. It often occurs throughout many generations of a family.

10) Cross-breeding of humans with more than one alien species has occurred. Hybrid children and hybrid adults do exist. They have characteristics of both the human and alien races.

 11) Although most alien contacts and sightings occurring on modern-day earth have been shrouded in secrecy and mystery, the veil is slowly being lifted by the activities of civilians and specially assigned government personnel. The Public Acclimation to the reality of alien life is proceeding in a way designed not to shock or disrupt society any more than necessary.

 12) A great amount of "UFO" and alien information is now in the public domain. Countless books, videos and internet websites are devoted to these subjects. Thousands of pages of U.S. government documents on unusual sightings and encounters have been made available. At this point, credentialed researchers and academicians have investigated the UFO/alien phenomenon and published their findings. This is a further step to help validate the phenomenon in the minds of the public. With these 12 points as a reliable framework, it is intended that key members of the public and government will be better able to accept, evaluate and place into perspective the large body of evidence which is soon to be before them.

Alien Technology Information Are we using Alien Technology today? Have we, the human race back-engineered alien technology as a ways of ensuring that we would, at least, have a fighting chance if we were invaded by alien beings? That was the belief of Major Philip J. Corso who stumbled upon alien artifacts sent from Fort Bliss, Texas on 6th July, 1947. He had come across a Corporal off limits in a warehouse and was just about to reprimand him, when the Corporal said 'You won't believe this'. 'What are you talking about?' asked the Major, taking a look inside the open crate. There was no need for the Corporal to answer.

The crate, one of several, contained the body of a being, the like of which Corso had never seen before. 'At first I thought it was a dead child they were shipping somewhere' Corso later claimed. 'It was a four-foot, human-shaped creature with...bizarre-looking, four fingered hands...and a light-bulb shaped head. The eye sockets were oversized and almond-shaped and pointed down to its tiny nose, which didn't really protrude from its skull'. Corso looked through the paperwork that accompanied the crate, and found an army intelligence document that described the creature as an inhabitant of a craft that had been retrieved from Roswell, New Mexico, two days earlier on 4th July, 1947. As he shone his torch around the warehouse, he noticed that there were over 30 similar crates stacked against the walls. Major Corso quickly covered the crate with a tarpaulin, and moved outside. He turned to the Corporal and said 'You never saw this and you tell no one'. As far as Corso was concerned, that was the last he ever wanted to see or hear of the crates and their strange contents. But fate would see that their paths would cross again. By 1961, Philip J. Corso had risen to the rank of Lieutenant Colonel in charge of the Foreign Technology desk in the US Army's Research and Development division at the Pentagon.

It was his job to evaluate weapons systems and 'investigate' foreign technology. This included taking apart Soviet MiG fighter planes to find out why they were better than the US equivalent. In mid-1961, Corso was asked by his friend and commanding officer, General Arthur Trudeau to carry out a top-secret assignment. Corso was instructed to report on the contents of the crates he had first encountered 14 years earlier. Crate after crate was wheeled into his office. As soon as the door was shut, Corso proceeded to examine the crates. There were no bodies this time, but what he did find was just as unusual. The first object he removed was a set of clear, flexible filaments, made of something like glass. As the puzzled Colonel turned the filaments in his hand, he noticed that each individual strand conducted a beam of light along its length. He then found several wafer-thin squares of material that were about 5cm across and that appeared to be made from a type of plastic. A tiny pattern had been etched into the plastic. Corso realised that this was some type of advanced circuit board, the likes of which he had never seen before. The next item out of the crate was a greyish material, which, no matter how hard he tried, could not be bent, cut or torn without the material springing back to its original shape. It was a metal fibre with the physical properties of what we would call today 'supertenacity', relatively common now, but unheard of in 1961.

Corso then read the document that had come with the crates. The first item mentioned was a two-piece set of dark, elliptical eyepieces. These were as thin as human skin and had originally been attached to the eyes of the creature alledgedly recovered from the crash. The eyepieces illuminated images in low-light conditions. Although they didn't provide perfect night vision, they allowed the wearer to pick up shapes where previously none could be seen. He also came across a description and sketch of another device. It contained a power source, and looked like a stubby torch. However, the beam from this interstellar 'flashlight' was so intense that it caused objects to smoulder and burst into flames. Later Corso would link cattle mutilations with this device. After his investigation into the crates contents, Corso came to the conclusion that these alien creatures had one intent in mind. That they were genetically altered humanoids and that they were harvesting biological specimens on earth for their own experiments. As far as Corso was concerned, the US had only one option. To prepare for a possible conflict with this superior technology by 'reverse-engineering', recreating the alien technology recovered from the crash site. The Cold War was at its peak in the early 1960s, and secrecy was paramount for the US Military. The recent war in Korea convinced Trudeau and Corso that the military machine was too full of leaks to let the army have the job of engineering the alien technology. So the decision was made to label the material 'foreign technology', and treat it the same as if it were a Soviet MiG Fighter. They decided to 'seed' the technology to various trusted figures in US commercial companies.

 Over the next two years, the artefacts found their way to various research divisions of many defence contractors, including prominent telecommunications and engineering companies. The army was to pay for the research costs and the companies were even allowed to file patents on their 'discoveries'.  Ray Bowyer was in the spotlight again last night

 when he appeared on the Richard & Judy show. Aurigny’s Captain Roy Bowyer on Richard & Judy yesterday. He was also interviewed by CNN. The Aurigny pilot, who said he spotted two huge unidentified objects off Alderney two months ago, explained the sightings to a national audience yesterday. The Channel 4 couple quizzed the captain about his brush with the unknown and showed him some photographs of other famous sightings.

 Mr Bowyer said that one of the images, of an object spotted over New Mexico, was very similar to what he had seen and added that he had not previously been aware of the picture. Media attention has been growing over the pilot’s UFO sighting since it was first reported by the Guernsey Press on Thursday 26 April. His descriptions of a mile-long, bright yellow object made headlines in the Sun and Daily Mail last week. Show co-host Richard Madeley said he had heard some extraordinary reports from other pilots in the past and asked what had prompted Captain Bowyer to come forward.

 ‘My experience is that commercial pilots don’t often speak out, so why have you decided to?’ he said.

 Captain Bowyer replied that the Guernsey Press had broken the story and revealed there was convincing radar evidence that confirmed something was in the area at the time. ‘I have visited Radar Control in Jersey, which picked up some interesting traces for 55 minutes.’ he said. Mr Madeley asked the pilot whether what he saw could have been a strange cloud, to which Captain Bowyer replied that it ‘didn’t look anything like a cloud’.

 ‘In my view, there was a strange object in a controlled airspace which should not have been there.’ he added. After thanking the captain for coming on to the show and sharing his ‘fascinating’ story, the show’s other presenter, Judy Finnigan, commented: ‘I wish they 'the aliens' would just come out and show themselves.’

 Richard replied: ‘Well I’m glad they haven’t.’ Following yesterday’s show, Captain Bowyer then rushed across London to appear on news network CNN, where he was again interviewed live about his experience.

An astonishing new twist to the Roswell mystery.

 Lt. Walter Haut was the public-relations officer at the base in 1947 and was the man who issued the original and subsequent press releases after the crash on the orders of the base commander, Col. William Blanchard. Haut died in December 2005, but left a sworn affidavit to be opened only after his death.

 Last week, the text was released. It asserts that the weather-balloon claim was a cover story and that the real object had been recovered by the military and stored in a hangar. He described seeing not just the craft, but alien bodies. He wasn't the first Roswell witness to talk about alien bodies. Local undertaker Glenn Dennis had long claimed that he was contacted by authorities at Roswell shortly after the crash and asked to provide a number of child-sized coffins. When he arrived at the base, he was apparently told by a nurse (who later disappeared) that a UFO had crashed and that small humanoid extraterrestrials had been recovered. But Haut is the only one of the original participants to claim to have seen alien bodies.

 UFO pieces handed around Haut's affidavit talks about a high-level meeting he attended with base commander Col. William Blanchard and the Commander of the Eighth Army Air Force, Gen. Roger Ramey. Haut states that at this meeting, pieces of wreckage were handed around for participants to touch, with nobody able to identify the material. He says the press release was issued because locals were already aware of the crash site, but in fact there had been a second crash site, where more debris from the craft had fallen. The plan was that an announcement acknowledging the first site, which had been discovered by a farmer, would divert attention from the second and more important location. The clean-up operation Haut also spoke about a clean-up operation, where for months afterward military personnel scoured both crash sites searching for all remaining pieces of debris, removing them and erasing all signs that anything unusual had occurred.

 This ties in with claims made by locals that debris collected as souvenirs was seized by the military. Haut then tells how Colonel Blanchard took him to "Building 84" — one of the hangars at Roswell — and showed him the craft itself. He describes a metallic egg-shaped object around 12-15 feet in length and around 6 feet wide. He said he saw no windows, wings, tail, landing gear or any other feature. Haut "saw the alien bodies" He saw two bodies on the floor, partially covered by a tarpaulin. They are described in his statement as about 4 feet tall, with disproportionately large heads. Towards the end of the affidavit, Haut concludes:

 "I am convinced that what I personally observed was some kind of craft and its crew from outer space." What's particularly interesting about Walter Haut is that in the many interviews he gave before his death, he played down his role and made no such claims. Had he been seeking publicity, he would surely have spoken about the craft and the bodies. Did he fear ridicule, or was the affidavit a sort of deathbed confession from someone who had been part of a cover-up, but who had stayed loyal to the end? The U.S. government came under huge pressure on Roswell in the '90s. In July 1994, in response to an inquiry from the General Accounting Office, the office of the secretary of the Air Force published a report, "The Roswell Report:

 " Weather balloon "cover story"

 The report concluded that the Roswell incident had been attributable to something called Project Mogul, a top-secret project using high-altitude balloons to carry sensor equipment into the upper atmosphere, listening for evidence of Soviet nuclear tests. The statements concerning a crashed weather balloon had been a cover story, they admitted, but not to hide the truth about extraterrestrials. A second U.S. Air Force report concluded that the claims bodies were recovered were generated by people who had seen crash-test dummies dropped from the balloons. Skeptics, of course, will dismiss the testimony left by Haut. After all, fascinating though it is, it's just a story. There's no proof. But if nothing else, this latest revelation shows that, 60 years on, this mystery endures.             
FOOTNOTE ROSWELL The Roswell Catastrophe The visitors who crashed at Roswell were future humans. They were not from another planet, but from a future Earth – stepping (which may be a better word than traveling) back in time to 1947 to attempt to deal with serious problems which had occurred in their history. Their mission was to try to change their past by creating an alternative branch of their own timeline, so that particular events – about to happen to us in our very near future – would not actually occur.

 The Roswell visitors were on a purely altruistic mission. They did not have to do this, but chose to... out of compassion. But the mission went disastrously wrong – not just because they crashed (an accident caused by high-powered radar – later the military realized this and made use of radar as a weapon), but because they had a device with them which was their only means, as an orientation device in time and space, to get them home and back to their own time. The device was a little box, highly advanced and multifunctional in nature, and was far smaller than the "Looking Glass" that Dan Burisch and Bill Hamilton describe as being subsequently utilized by military scientists in various experiments.

 When the box was acquired and investigated by the military, this became a catastrophe in itself. It made the timeline problem many times worse, because this both introduced time manipulation technology to us at the wrong time... and also told the military what lay ahead. It can not be stressed too strongly how totally calamitous for us all the Roswell incident was. It was a major, major setback, right at the start of the future humans' project to help fix the problem. Acquiring a device such as that which the Roswell visitors carried would immediately alter the timeline which the future humans were trying to change in the first place... so there would then be two timelines that need fixing, and not just one.

Introductory Letter ET to Earth:

 Do You Wish That We Show UP?

This long letter to humanity appeared with no apparent return address. It is being posted here and there. This is another internet piece for which I cannot assess the validity. All I CAN say is that it sounds like a good idea, is coherent, and is written skillfully at a level of intelligence and maturity with I would associate with a serious, non-technical, matter-of-fact level of discourse. It is not ethnically loaded and the writer has a very good understanding of language and human psychology, though there are a few moments where the grammar is different than we are accustomed to and there are a couple of language errors. Most importantly, it makes no reference to impossible constructs, faux-tech, nor any type of religious or New Age buzzwords.

 This is as clean a straight-shooting letter as you will find. Accordingly I am sending it to you to "vet" it and see what our Phoenix Five brain trust surmises about it. I am also sending it to you because it might be real... The main assertion in the letter is that human civilization is now in an uncontrollable free-fall implosion which cannot be "fixed" from within existing social systems. The implosion is causing, will cause a major rupture in all human orders. There is a dark road down toward the use of technology to rapidly enslave human populations in a badly degraded and unhealthy environment. Those who are defining this path, many of them unintentionally, have the greater advantage of power over resources and may gain the upper hand during the coming rupture.

 There are many who would take a liberating path, they could gain the upper hand if they UNDERSTAND THE CHOICE and can lose their fear, sense of isolation, and ignorance about the true state of affairs. The main proposition in the letter is that the mass appearance of ET in the skies now could help humanity clear away the veils of illusion and deceits, help settle many existential issues and dilemmas, and provide an "attractor" to help pull positive mentalities out of the social death-vortex and enable them to refocus the next stage in evolution. The main question in the letter is whether you want ET to thus show UP.

 ET suggests that direct contact and some cultural assistance would provide the means to overcome the major blocks in human social and cultural evolution. ET argues that the mental/emotional ground needs to be prepared for such contact. Consent and expectation for such contact needs to be created around the world, less humans react in mass with fear and become manipulated by reactive power elites. ET suggests that a focused telepathic answer from each reader will be sufficient to assist ET is reaching a conclusion about what it should or should not do. Even as the internet is achieving universal penetration during this time, ET requests that this letter, its first mass communication, be universally translated and transmitted throughout the world.

 ET also suggests that this should be done by people to people, forget the mass media. As I said, this is very interesting. It is totally free of all of the "channeling" schtuff, thank God! I have no idea whose plot line this fits into, one could assume many different attitudes and takes on this piece. Is it merely another writer creating the basis for another book or movie plot and generating an audience as heshe goes? Several have done such a thing on other topics, so some healthy skepticism is inevitably appropriate. But that skepticism may not at all be a hindrance in answering the question posed in the letter.  Whoever transmitted this translated message to you is irrelevant, and should remain anonymous in your mind. It is what you will do with this message which matters ! Your free will depends upon the knowledge you have of your own power. Your happiness depends upon the love that you give and receive. Like all conscious races at this stage of progress, you may feel isolated on your planet. This impression makes you sure of your destiny. Yet, you are at the brink of big upheavals that only a minority is aware of. It is not our responsibility to modify your future without you choosing it.

Neither your scientists nor your religious representatives speak unanimously about the unexplained celestial events that mankind has witnessed for thousands of years. Like billions others in this galaxy, we are conscious creatures that some name "extra-terrestrials", even though reality is subtler. There is no fundamental difference between you and us, save for the experience of certain stages of evolution. Like in any other organised structure, hierarchy exists in our internal relationships. Ours is based upon the wisdom of several races. It is with the approval of this hierarchy that we turn to you. Like most of you, we are in the quest of the Supreme Being. Therefore we are not gods or lesser gods but virtually your equals in the Cosmic Brotherhood. Physically, we are somewhat different from you but for most of us humanoid-shaped. Our existence is a reality but the majority of you does not perceive it yet. We are not mere observations, we are consciences just like you.

You fail to apprehend us because we remain invisible to your senses and measure instruments most of the time. We wish to fill this void at this moment in your history. We made this collective decision but this is not enough. We need yours. Through this message, you become the decision-makers ! You personally. We have no human representative on Earth who could guide your decision. Why aren´t we visible ? At certain stages of evolution, cosmic "humanities" discover new forms of science beyond the apparent control of matter. Structured dematerialisation and materialisation are part of them. This is what your humanity has reached in a few laboratories, in close collaboration with other "extra-terrestrial" creatures at the cost of hazardous compromises that remain purposedly hidden from you by some of your representatives. Apart from the aerial or spatial objects or phenomena known about by your scientific community, that you call UFO's, there are essentially multidimensional manufactured spaceships that apply these capacities.

 Many human beings have been in visual, auditory, tactile or psychic contact with such ships, some of which are under occult powers that "govern" you.

The scarcity of your observations is due to the outstanding advantages provided by the dematerialised state of these ships. By not witnessing them by yourself, you cannot believe in their existence. We fully understand this. The majority of these observations are made on an individual basis so as to touch the soul and not to modify any organised system. This is deliberate from the races that surround you but for very different reasons and results. For negative multidimensional beings that play a part in the exercise of power in the shadow of human oligarchy, discretion is motivated by their will to keep their existence and seizure unknown.

 For us, discretion is motivated by the respect of the human free will that people can exercise to manage their own affairs so that they can reach technical and spiritual maturity on their own. Humankind´s entrance into the family of galactic civilisations is greatly expected. We can appear in broad daylight and help you attain this union. We haven´t done it so far, as too few of you have genuinely desired it, because of ignorance, indifference or fear, and because the emergency of the situation did not justify it.

 Many of those who study our appearances count the lights in the night without lighting the way. Often they think in terms of objects when it is all about conscious beings. Who are you ? You are the offspring of many traditions that throughout time have been mutually enriched by each others´ contributions. The same applies to the races at the surface of the Earth. Your goal is to unite in the respect of these roots to accomplish a common project. The appearance of your cultures seems to keep you separated because you substitute it to your deeper being. Shape is now more important than the essence of your subtle nature. For the powers in place, this prevalence of the shape constitutes the ramparts against any form of jeopardy. You are being called on to overcome shape while still respecting it for its richness and beauty. Understanding the conscience of shape makes us love men in their diversity.

 Peace does not mean not making war, it consists in becoming what you are in reality: a same Fraternity. To understand this, the number of solutions within your reach are decreasing. One of them consists in contact with another race that would reflect the image of what you are in reality. What is your situation ? Except for rare occasions, our interventions always had very little incidence on your capacity to make collective and individual decisions about your own future. This is motivated by our knowledge of your deep psychological mechanisms. We reached the conclusion that freedom is built every day as a being becomes aware of himself and of his environment, getting progressively rid of constraints and inertias, whatever they may be. Despite the numerous, brave and willing human consciences, those inertias are artificially maintained for the profit of a growing centralising power.

This individual power is doomed to vanish should a collective reaction of great magnitude not happen. The period to come is that of rupture, whichever it may be.  Should you anticipate or undergo pain ? Your history has never ceased to be marked by encounters between peoples who had to discover one another in conditions that were often conflictual. Conquests almost always happened to the detriment of others. Earth has now become a village where everyone knows everyone else but still conflicts persist and threats of all kinds get worse in duration and intensity. Although a Human being as an individual, yet having many potential capacities, cannot exercise them with dignity. The education of your children and your living conditions, as well as the conditions of numerous animals and much plant life are nevertheless under the thumb of a small number of your political, financial, military and religious representatives. Your thoughts and beliefs are modelled after partisan interests to turn you into slaves while at the same time giving you the feeling that you are in total control of your destiny, which in essence is the reality. But there is a long way between a wish and a fact when the true rules of the game at hand are unknown. This time, you are not the conqueror. Biasing information is a millenary strategy for human beings. Inducting thoughts, emotions or organisms that do not belong to you via ad hoc technologies is an even older a strategy. Wonderful opportunities of progress stand close to big subdual and destruction threats.

 These dangers and opportunities exist now. However, you can only perceive what is being shown to you. The end of natural resources is programmed whereas no long-term collective project has been launched. Ecosystem exhaustion mechanisms have exceeded irreversible limits. The scarcity of resources and their unfair distribution - resources which entry price will rise day after day - will bring about fratricide fights at a large scale, but also at the very heart of your cities and countrysides. Hatred grows bigger but so does love. That is what keeps you confident in your ability to find solutions. But the critical mass is insufficient and a sabotage work is cleverly being carried out. Human behaviours, formed from past habits and trainings, have such an inertia that this perspective leads you to a dead end.

You entrust these problems to representatives, whose conscience of common well-being slowly fades away in front of corporatist interests, with those difficulties. They are always debating on the form but rarely on the content. Just at the moment of action, delays will accumulate to the point when you have to submit rather than choose. This is the reason why, more than ever in your history, your decisions of today will directly and significantly impact your survival of tomorrow. What event could radically modify this inertia that is typical of any civilisation ? Where will a collective and unifying awareness come from, that will stop this blind rushing ahead ? Tribes, populations and human nations have always encountered and interacted with one another. Faced with the threats weighing upon the human family, it is perhaps time that a greater interaction occurred. A great roller wave is on the verge of emerging.

It mixes very positive but also very negative aspects. Who are the "third party" ? There are two ways to establish a cosmic contact with another civilisation: via its standing representatives or directly with individuals without distinction. The first way entails fights of interests, the second way brings awareness. The first way was chosen by a group of races motivated by keeping mankind in slavery, thereby controlling Earth resources, the gene pool and human emotional energy. The second way was chosen by a group of races allied with the cause of the Spirit of service. We have, at our end, subscribed to this disinterested cause and introduced ourselves a few years ago to representatives of the human power who refused our outstretched hand on the pretext of incompatible interests with their strategic vision. That is why today individuals are to make this choice by themselves without any representative interfering.

What we proposed in the past to those whom we believed were in a capacity to contribute to your happiness, we propose it now to ... you! Most of you ignore that non-human creatures took part in the exercise of those centralising powers without them being neither suspected nor accessible to your senses. This is so true that they have almost very subtly taken control. They do not necessarily stand on your material plan, and that is precisely what could make them extremely efficient and frightening in the near future. However, be aware that a large number of your representatives are fighting this danger ! Be aware that not all abductions are made against you. It is difficult to recognize the truth ! How could you under such conditions exercise your free will when it is so much manipulated ? What are you really free of ? Peace and reunification of your peoples would be a first step toward the harmony with civilisations other than yours. That is precisely what those who manipulate you behind the scenes want to avoid at all cost because, by dividing, they reign! They also reign over those who govern you. Their strength comes from their capacity to distillate mistrust and fear into you.

This considerably harms your very cosmic nature. This message would be of no interest if these manipulators´ tutorate did not reach its peak and if their misleading and murderous plans did not materialise in a few years from now. Their deadlines are close and mankind will undergo unprecedented torments for the next ten cycles. To defend yourselves against this aggression that bears no face, you need at least to have enough information that leads to the solution. As is also the case with humans, resistance exists amongst those dominant races. Here again, appearance will not be enough to tell the dominator from the ally. At your current state of psychism, it is extremely difficult for you to distinguish between them. In addition to your intuition, training will be necessary when the time has come. Being aware of the priceless value of free will, we are inviting you to an alternative. What can we offer ?

 We can offer you a more holistic vision of the universe and of life, constructive interactions, the experience of fair and fraternal relationships, liberating technical knowledge, eradiction of suffering, controlled exercise of individual powers, the access to new forms of energy and, finally, a better comprehension of consciousness. We cannot help you overcome your individual and collective fears, or bring you laws that you would not have chosen, work on your own selves, individual and collective effort to build the world you desire, the spirit of quest to new skies. What would we receive ? Should you decide that such a contact takes place, we would rejoice over the safeguarding of fraternal equilibrium in this region of the universe, fruitful diplomatic exchanges, and the intense Joy of knowing that you are united to accomplish what you are capable of.

The feeling of Joy is strongly sought in the universe for its energy is divine.

 The truth of soul can be read by telepathy.

You only need to clearly ask yourself this question and give your answer as clearly, on your own or in a group, as you wish. Being in the heart of a city or in the middle of a desert does not impact the efficiency of your answer, YES or NO, IMMEDIATELY AFTER ASKING THE QUESTION! You can ease the mankind´s birth to Brotherhood. One of your thinkers once said: "Give me a hand-hold and I´ll raise the Earth". What would be the consequences of a positive decision ? For us, the immediate consequence of a collective favourable decision would be the materialisation of many ships, in your sky and on Earth.

For you, the direct effect would be the rapid abandoning of many certitudes and beliefs. A simple conclusive visual contact would have huge repercussions on your future. Much knowledge would be modified forever. The organisation of your societies would be deeply upheaved for ever, in all fields of activity. The main difference between your daily prayers to entities of a strictly spiritual nature and your current decision is extremely simple : we are technically equipped to materialise! Why such a historical dilemma ? We know that "foreigners" are considered as enemies as long as they embody the "unknown". In a first stage, the emotion that our appearance will generate will strengthen your relationships on a worldwide scale. How could you know whether our arrival is the consequence of your collective choice ?

Some among you might think that we would make you believe in a deliberate choice of yours so as to legitimate our arrival, though this would not be true. What interest would we have to openly offer you what you haven´t got any access to yet, for the benefit of the greatest number of you ? How could you be certain that this is not yet another subtle manoeuvre of the "third party" to better enslave you ? Because one always more efficiently fights something that is identified than the contrary. Isn´t the terrorism that corrodes you a blatant example ? Whatever, you are the sole judge in your own heart and soul ! Whatever your choice, it would be respectable and respected ! In the absence of human representatives who could potentially seduce into error you ignore everything about us as well as from about those who manipulate you without your consent.

In your situation, the precautionary principle that consists in not trying to discover us does no longer prevail. You are already in the Pandora´s box that the "third party" has created around you. Whatever your decision may be you will have to get out of it. In the face of such a dilemma, one ignorance against another, you need to ask your intuition. Do you want to see us with your own eyes, or simply believe what your thinkers say ? That is the real question! After thousands of years, one day, this choice was going to be inevitable: choosing between two unknowns. Why spread such a message among yourselves ? Translate and spread this message widely. This action will affect your future in an irreversible and historical way at the scale of millenniums, otherwise, it will postpone a new opportunity to choose to several years later, at least one generation, if it can survive. Not choosing, stands for undergoing other people´s choice.

 Not informing others stands for running the risk of obtaining a result that is contrary to one´s expectations. Remaining indifferent means giving up one´s free will. It is all about your future.
